We have a JSM (Jira Service Management) instance which is on-premise with a data center version also we have a Jira software instance that is also an on-premise instance but on another environment.
Now we want to reflect tickets from JSM to Jira Server (bidirectional), can you please help me with this.

What exactly you mean by reflect ?
Do you need bidirectional sync of tickets ? You may have to consider plugins like Exalate
or Backbone

Yes, we want to sync issues within these instances but here we don't want to use plugins, can you please let us know is there any way we can use Issue Collector or something to achieve this.

Like i mentioned remote linking of issues is possible(URL) OOTB. Apart from that full flexible sync as provided plugins is not possible OOTB.
Using Issue collector we can get tickets created from website or external apps by embedding the widget. This is more of feedback collection and i guess it wont solve sync issues problem.

If you really don't want to use a plugin, the best thing I can see is that you program a customized solution yourself:
