Welcome to the community. What do you mean by internal portal? Are you referring to the JSM Help Center portal UI where customers use to create issues?
Please advise, so we can assist you further.
Best, Joseph Chung Yin

Hello @Mohamed Salem
A. if you want people to be able to login to your portal - you need to set them with "customer" permissions.
B. If you want some people to access the backend project to work on the work-items - they need to be Agents.
Both you can set via "User Management"

Hello @Mohamed Salem
Have you added the users to the Customer list for that specific Service Management project?
