Background: The project setting has the "Customer notification" turned off and
"Notifications" turned on.
An issue is shared with two organizations (The users are having service desk customers role).
The question is: At customer portal, will customer receive email notification when they click on the "get notifications" link?

Yeah, but just the notification that they are allowed to receive.
As of now, customer clicks on the "get notifications" but nothing is happened.
