I am creating a ticketing system through assist on slack.
there are multiple teams working on this project, and I'm able to break into teams but I am not sure how to make sure everyone involved gets notified on slack.
I also want to make sure everyone is assigned to the ticket - but i dont seem to be able to assigned a lead

Welcome to the community. So without creating Slack webhooks I think you'll just be limited to the out of the box notifications via assist. If you have assist already set up and integrated then assignees should get the assignment notifications if enabled.
How are you planning on routing the tickets? If using a lead, then you can use automation rules to assign to a lead of each team which should notify them and then they can reassign if necessary, there are also round robin options to automatically assign a ticket to a pool of users but each ticket/work item will only have 1 assignee
