who can open the summary of a user profile in jira

who can open the summary of a user profile in Jira? after hovering to the persons name and pressing more then profile ? only the admin or anyone can access this , if so is there any permission to prevent this ? I'm using the users profile for  jira plug in as well .

Can you clarify what do you mean by "Summary of a user profile"?  Are you asking who has access to an user's profile information?

In addition, you also mentioned a Jira plugin?  What plugin are you referring to?

yes I am asking about the user profile information , that appear when you click on the assignee/ reporter name for example . not just when you hoover over to his/her name . 

The plug in I'm using for the Jira service management , data center is the "users profile" plug in .  

so my question is : Does User Profile require admin permission to view the user information when you hover over the report or assignee name? (Information is not exclusive for email & username)?
