How do we reorder options for "What can we help you with?" in our jira service management csm portal(s), we would like tech support and bugs to appear near the top.

In your JSM project, go to Project settings >> Portal settings and then access the portal group tab. Once in the appropriate UI, you can then reorder the groups to your needs. NOTE - This works only if all of your request types are grouped via portal groups.
Within each portal groups, a list of your request types will be displayed in alphabetically order by default. You can then reorder the request types within a group to your needs too.
