In statuses that are expected to be approved, users who approve are required to enter comments. It should not be passed to another status without comment.

You can create a separate sceen and add the comment field in it then add that screen to the workflow approve transition and make the comment field mandatory by adding the condition.
You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.
Step by step: if you have admin rights then
First, click on admin tab>>issues>>scenes and create a sceen with xyz name and add the comment field.
Second, Click on project setting>>go to the workflow>>edit the particular workflow which you are using in your issue type. Click on the transition for approve status>>click on edit>>under Screen option select the newly created xyz screen and save it.
Now, on the same screen, you will see validator option>>click on it>>then click on add validator>> now select the field required validator (note: it will only available if you have one of plugin installed like- JMWE, JSU, JWT, Script runner)
After that publish the workflow.
