Restrict Severity field

We want to control the 'Severity' filed in Jira. We want only members of specific groups to have the ability to change the values of this field, and no one else should have an option to modify this field. How do we achieve this?

Jira doesn't do field-level security (apart from due-date, assignee and reporter) - either you can edit the issue or you can not.

The only way to do this without  apps is to move the edit into the workflow:

• Remove the protected field from the edit screen, so no-one can edit it
• Create a new screen with the field on it
• Edit the workflow, creating looped transitions (for example in-progress -> in-progress, open -> open, and so-on) which use the new screen 
• Put conditions on these transitions that allow only your specific groups to use them
