I have turned on language support and translated the majority of the portal.
However, above the issue types there is a sentence that says:
"What can we help you with?"
Is this in a template that I can edit? I have poked around and have not been able to find it.

Where the Portal translation isn't complete. I would suggest voting for and watching it for future updates. I gave it a vote as well.
