We have a multi-lingual workforce and need to allow multi-language translations for our service portal & projects. I see instruction for adding languages to service projects, but how do we add to portal view? Is it browser-based setting or can users toggle languages based on unique needs,? Please help!

To translate the portale you need to translate nearly each word, expression and sentence by yourself (or by any other administrator).
Firstly you can add languages in the project settings (Language support) and allow these to customer.
Secondly you can click on languages in the left side bar et specify translation if Jira doesn't do it.

This depends on language settings, set by user in his profile. If user language translation is absent, it's translated to default language.
