How can we achieve that condition, i am moving from one status to another status.
It's something a user decides himself by reviewing the ticket, You have to make sure that somehow he mentions that this ticket is incident before transitioning the issue to the next status.
re-reading your requirement a few times I am asking if the following was understood correctly:
- an user classifies an issue as incident and let a colleague review the issue if it is indeed an incident. Only the reviewer should be able to do the transition, is this correct?
If it is "just" a transition that should be using a condition you could use the "User is in Project Role" condition (the role could be something like "reviewers" - or simple as you want it to be named).
What me worries more is the 'branch' to "Service Management Workflow" does this probably mean you will "move" (Option: More >> Move) the issue?
Otherwise there is no chance to "switch" the workflow as an Issue Type is assigned to a specific workflow.
The easiest case would be the one mentioned in my reply first.
All of the others would require an App, like Jack said, and not even then I am sure if the move action can be tied to some restrictions - it would require a lot of try & error.
