I have a few projects that are linked to a customer portal that allow for external users to submit tickets. Is there a place to set restrictions on this depending on the project or is that setting tied to the portal that was created? Do external customers have to have a Jira account to submit a request through the portal?

By configuring project permissions, request types, and portal settings, you can effectively manage external user access. You can allow anonymous submissions or require users to have accounts depending on your requirements.
go to the project setting> Customer Permission then configure
This was exactly what I was looking for. It looks like the settings are in a different place on group managed projects. But now that I know what I am looking for I was able to find the right page. Thank you for the response.
