Sign up currently not available bounce message

We have our system setup to only allow tickets for registered users and those are pulled from Active Directory. Anyone without an account that emails in will not create a ticket and the message "Sign up is currently not available" is displayed in the email log. 

Is there a way to modify or enable a response message to the individual that sent in the email to let them know it was rejected/dropped and to call a number for example?
