So, I have a project that will be shared across multiple teams. In an effort to minimize the chaos (we've thought through MANY different solutions, this is just one we're going to try), we're going to label stories associated with the different teams.
Test case, the design team - Design Label. I should just be able to create the label "design" and then the quick filter Label = "design" or Label = design or Label != EMPTY.
NONE OF THESE WORK. Why???
I'm using the quick filter in the aggregate board (each team has their own Project and board where we pull in stories from all the different projects they are working on - hence trying to contain the chaos with labels).

First let me ask if this is indeed associated with JSM projects rather than JSW? The reason for my question is that quick filters and boards are not typically associated with JSM projects although they certainly can be.
My next question is rather than labels I'm wondering if you might be better served using either a custom Field or the Component field. There is some inherent advantages to these two options over labels. Fundamentally I'm trying to understand exactly what this chaos is that you need to manage is there may be an entirely different way to deal with it. Certainly quick filters can be useful here but also swimlanes can be another possibility.
Finally, let me get to your specific question. When you say "None of these work" what exactly is happening? Without fully understanding what is going on I would offer the following...

OMG - I'm so annoyed with JIRA right now. It was, in fact, the typo. But Jira gave me the "green light." IT LIED!
And by "none of these worked," I meant that when I saved the filter, and tried to used it, it returned no results in the backlog of the board for which I created that filter.
Also, we have both JSW and JSM, but I'm working in regular old Jira, for engineers, not a service portal.
Essentially, think about projects that requires a design team and a dev team to both work in them. But each of those teams have their own "Team Project" that allows them to aggregate all their work in one place from as many different projects as they are working on. This way they don't have to go to different boards on each project to see the work.
I read fairly deep into how Jira intended to organize Projects and boards and not have them be linked, but unfortunately...it's not quite that simple.
So we were trying to figure out different ways to filter/break out the work into epics/stories in such a way that we can filter it to their boards without it overlapping into the others'.

You did solve the filter issue though. I'll take other suggestions. :)

Actually I suspect that you may have a custom field called "label". Can you go to your administration section under issues and custom fields and verify that?
Below is what I see if I enter label into a JQL search.
