I am currently configuring the help center, but unfortunately, I am unable to find the settings for creating help center users. I found a solution to create users for Jira itself, but I cannot find an option to create users specifically for the help center.
Could you please guide me on where I can find this setting?

Welcome to the Atlassian community.
What page/process are you using to create users for Jira itself?
Your customers (user of the help center) will need to have Atlassian Cloud accounts created just like your Jira users do.
The difference will be in the Product Role that you end up assigning to the accounts.
With a Jira Service Management product an Atlassian Cloud account can be granted the Agent role or the Customer role.
To continue on Trudy's answer this documentation should help you on where to add customers to a help center/service project
As long as you invite a person to a project or your site but with the Customer role it should be fine.
