Hello,
I'm new to the Virtual Agent and I'm wondering if there is a way to have it available to ask a user for information without being triggered by a specific intent? My goal is to have it open up on the bottom of our service desk page whenever a user goes to it, and they are then able to use it to create a ticket for them, without having to trigger it open by asking a specific question.

I would also like to welcome you to the community. As stated by @Marc - Devoteam this virtual agent is intent based. It needs interaction to start to do something.
At the portal level or help center the VA lives in the search bar and no way to move this to another location.
You might be able to put in a feature request for this but as far as I have known its lives in static places. Chat channel: Zoom, Slack, and Teams, and or the Help Center portal(s).
When at the search bar at the portal it also asks if you want to interact with it.

This is not possible as the VA acts upon keywords, as more frases for the VA to act on.
