We are using customer details and it's looking quite useful. I can't find anything to document what "notes" does though - does anyone know?
Is it just for when you look at the customer detail, and not surfaced up to the issue view?

Yeah - these are not surfaced in the issue view. From the issue view, agents could navigate and see those notes if they click on the customer name/link inside the customer details panel:
