What permission do I need to edit custom fields?

I want to edit custom fields values in my project. I am "project lead" and IT says I should be able to edit, but I'm still not able to edit custom field values (trying to follow this tutorial).

Does anyone know what permission I need or how to find out?

if you want to edit custom field values in JIRA configuration, you must be JIRA Administrator.

If you want to edit values in issues, you need "Edit issues" permission in Permission Scheme and custom field must be available in the issue screen (create or/and edit).
