What risk is there when a user is given a Global Permission to Make Bulk Changes

A Project Leader for Project_A is requesting to have access to "Make Bulk Changes" but only to Project_A. JIRA's documentation has a bunch of jargon circling around but not really user / beginner friendly.

I have Site Admin but unfortunately, we don't have a key account manager to run to for these questions. Also raised a JIRA ticket but two days still no response.

I would start by asking why they need it. If making bulk changes is a regular thing then something is wrong with their process or the workflow/config in the project or both. If this is an occasional thing then the person should request that you correct it. 

as far as what the risk is it is - they could mess up issues in various ways, edits, transitions etc. and it cannot always be easily undone since their is no logging to leverage.

Thank you! Super helpful. I thought of this too, what if they really don't need everything that's on Bulk Changes and then mess up other actions in the project.

I will start with understanding their specific needs hence Bulk Import vs Bulk "other changes".

The risk will be low as long as the person knows how to use the bulk edit functionality. 

Bulk edits can only be done with system admins and it's not the same as bulk import which most users can do.  

The key component is the mapping of fields. As long as the person has the keys from the existing project, it will be ok. Test with one ticket and then when you feel comfortable add the rest.
