What's the best way to have a permanent message displayed in JSM Portal?

We have a need to have permanent message display that informs the users about a knowledge based document they can review as new hires. Right now it is in the announcements banner, but this is not a good long term solution since we actually have real JSM-related transient announcements that need to go in there as well and having multiple announcements makes it look cluttered pretty quickly. I looked into the new JSM option of displaying a message on the portal login panel, which is nice, but our portal users have full jira accounts so are logging into jira that way, not logging into through the portal.

Any suggestions on a good place to stick this apparently eternal message/document link? We don't have any real intranet structure, so the portal is the best spot since everyone goes there eventually for one of the servicedesks.

@Jay Keck,

The best spot for that typically would be the announcement banner. Another option would  be to include the link on the System Dashboard. New users will see that the first time they log in. If you want something else, you could look into a plugin like Refined for Jira Cloud

 

Some people have automated processes put in place for when new users are hired to create them a ticket or send them information. That might be something to look into as well.
