Why I can't add my customer in Organization?

I will be adding new customer in my organization it seem that I can't add his/her email in the Organization where he/she belongs. I attached an example screenshot for this type of issue. Before this issue occurs we can freely add them to their respective organizations but now we can't. Is this one related to the JIRA Project Permission?
