Why are these domain rules not routing issues to correct Organizations?

We just had an incoming submission from someone@adly.com for example but the Organization / Path Social (see below) didn't get applied accordingly - how come?

@sherene sorry for the random tag here but I noticed you work at Atlassian - can we get some eyes on this one if/when possible, please? Because it's still an issue for us - whereby folks from different domains aren't being recognized by this rule.
