Why can I not play an uploaded file

I have noticed that a few of my mp4 file uploads, and those of a colleague cannot be played back. It feels like the upload has failed.
Sometimes the issue can be resolved by removing and then uploading again - not ideal.

To combat their inherent size, movies are compressed by algorithms. There are many kinds of algorithms about (Compression algorithms)

The trick is: To view a movie, your computer needs to decipher it from the compressed form. This decryption step needs either software or a combo of software and hardware on your computer to work. If these components are not present and/or available in the browser you use, you can't view the movie inside Jira. 

As Jira is a tool to visualize and discuss progress on a day to day basis, I can't seem to wrap my head around the fact that people need movies stored in Jira. One or two lines of text could force you to think about a problem prior to sharing it with your peers, wouldn't you think so?

I could see use cases for videos where you want to illustrate something that words alone or even an image doesn't adequately portray, example - demonstrating a UI behavior issue.

the thing that is odd here is that it works sometimes and not others. clearly there is a variable here, just need to find it.
