Why is only 1 ticket created if there are multiple projects in "to" field?

We have 3 different teams, each with a separate responsibility from the other. Each team has their own JSM project which corresponds to each teams email address i.e. there are 3 email accounts, one for each JSM project.

JSM tickets are created when an email is sent to the email address. Sometimes a user will send one email which involves the 3 teams and add each team in the "To" of the email. We are finding that when this happens only 1 ticket is created and it seems like it goes to the project listed 1st in the "To" line. The other JSM projects have no visibility of the tasks and cannot do their part. 

How can we set it up so that all projects listed in the "To" line receive their own ticket in their respective projects?

Hi @RGrimner  - Welcome to the Atlassian Community!

That sounds about right - I would not expect the mail handler to create multiple tickets from a single email.
