Why is there no Configure option to configure the issue detail view?

I have an issue that has data in fields displayed only under the "Show more fields" link within the issue's view screen. I am trying to get these fields to display in the issue details area of the screen. I read (link below) that there's now a "configure" option near the bottom-right of the issue near the created and updated dates but, there's no configure option on the issue, anywhere.

Am I missing something?

Thank you for reaching out to Atlassian Community!

Reading the details you provided and also testing on my local site, I was able to confirm that this option is available only for Jira Software and Business projects, where the option "Issue layout" is available.

Currently, for Jira Service Desk, this feature is in progress, that's why you don't see this option on the tickets.
