I have applied a validator in the workflow so that the issue cannot move to the next stage unless an attachment is added. However, the problem is that even after attaching the required document, the system still shows the message “Attach a document” and does not allow the workflow to proceed.

Have you tried changing the validator to the default field “Attachment”?
It’s possible that when users upload files, they are using the default attachment field instead.

Could you please confirm the name of the field that you would like to use for the validator?
It looks like you set up a field named “Scoping document attached” as the validator, not the default attachment field.
