Is it possible to take an exiting attachment from an issue and then use the ID or some other attribute to attach that to a different issue?

When adding an attachment to a ticket, it will be necessary to first temporarily add it to the ticket and then add it to the comment for it to be visible to the customer.
It’s not possible to add a file that was uploaded to another ticket, even if it’s the same attachment, it’s necessary to add it to every single one. This is true when adding via API or via UI since it’s not possible to browse existing attachments.
