We have added customers to our jira service desk. But agents still can't find any customers' name when raise request on portal under "raise this request on behalf of".
That would be very appreciated if anyone can answer my question.
Did anyone figure out how to resolve this issue???

Check if the agents are having the browse users permissions. Go through this Documentation and also here is the link of how to invite user and raise a request.

One more thing I need to add is that our agents can view the "raise this request on behalf of" list. but only the agents name are in the picklist, no customers name listed. Please help.

I'm having exactly the same issue today, we cannot select to raise a ticket on behalf of our customers and this is something we do everyday, has there been a change to Jira Cloud?
