For a change, it is now sitting only at 49 requests per page load.
Is your "bug" still present? (would be no surprise to me considering some tickets with Atlassian have been open for 10 years with no fix).

If I refresh the page, 63 requests to this endpoint are triggered. Are these requests are counted as a part of rate limit for a user? All of the requests seem to be the same and they are sent one after another.

We had an internal incident that caused this issue with the Widget but a fixed was already applied and everything should be working as expected now.
