is basic authentication for the support email channel stopped working in Jira Service Management, one of my client's channels is not generating emails which are being configured as a basic Microsoft acount.

I think you should do a basic troubleshooting. This is configurable also by admin on the Microsoft account side, so you should check first those settings.
However sooner or later this would stop working so I encourage you to start looking into Oauth 2.0 and configure this way of authentication as soon as possible
Support for POP for Microsoft should be released since the LTS bugfix versions - 4.5.12 and 4.13.4. Also, it's included from 4.15 onwards.
