Dear Teams, 

what happens to jira service management ( CLOUD ) data if the license expired and not renewed , 

will the users be able to login to the instance ?

Yes, it will be made unusable.  It can usually be reactivated easily by re-subscribing within a few weeks, and Atlassian keep the data for a while longer (122 days minimum, which is harder to re-subscribe too, but can be done)
