How do you want the form to work, what current field type are you using?

Field type for both the fields are Dropdown field @Marc - Devoteam 

Both the fields should not be mandatory and both sould not be empty. Any one field should be filled while raising the request

What I would do is use an extra field in you form, as an example, use a radio button field with the options; Service Line and Industry

Then add 2 sections in you form and set for both sections a condition, based on the option selected in the radio button field.
