the JSM portal i created is only for internal employees to create ticket on issues they are facing also for DevOps requirements and needs. NO external customers will access this portal

A. if you want people to be able to login to your portal - you need to set them with "customer" permissions.
B. If you want some people to access the backend project to work on the work-items - they need to be Agents.
Both you can set via "User Management"

wanted only our internal users to access this portal as its the internal service desk so they can raise any tickets or requests for devops and other It related tasks
i added the users however they still have the access denied page i shared

If you are still trying to resolve your issue, can you provide more information?
In response to @arielei indicating you need to set they Product Access to Agent or Customer you said that you added the users and they still can access the portal. Exactly where did you add them? Can you provide a screen image of a user that you think should have access? Obscure confidential information, like name and email address. I would like to see what Product Access you have granted to the user.
Can you provide a screen image of the Customer Permissions page from the Project Settings for the JSM project?
Can you provide a screen image of the Customer Access Settings for your JSM product overall? Access that by clicking on the gear icon near your avatar, then select Products, then find Customer Access under the Jira Service Management heading.
