After the ticket is created the only person that cand change the value of the field is the Agent,
The customer cannot change any fields. He can only let a comment in the ticket or add attachemnts.

You can create a trasition with a Screen named: "Change Approver" that will contain the field Approver. This trasnsition should be prior the Approval status. But keep in mind that this field can be changed only by an Agent not customer.
