You should be able to go to your Jira System settings and see an option under Mail called Send email. This will let you pick a project and role (they have Service Desk customers!) to send an email to.

Were you able to confirm whether your portal only clients received the email sent?
Because normally, you cannot assign roles to portal-only customers, so I have doubts whether they are taken into account or not when sending an email.
