workflow property 'jira.permission.assignable.group' doesn't work

i'm using jira service management 8.20.2 (server) .

i try to use property 'jira.permission.assignable.group' (value is a group name) in a workflow step ,but it doesn't work. i still can select all users to assign tickets.

however when i use 'jira.permission.assign.group'(same value) ,it worked...,only selected group member can assign tickets to other user.

i don't know why 'jira.permission.assign.group' is worked,'jira.permission.assignable.group' doesn't work..
