I reviewed user smart values, and they all seem to reference an existing Jira user, assignee, reporter, custom field etc. that contain an email address.
Is it possible to send an email to an external email address that has no reference in Jira? IE: When a new issue is created, always email this distribution list (support@abc.com), but support@abc.com is not listed anywhere in Jira?
If not, is the best way forward to create a custom field "email contacts" and populate it with email address? IF so, can you add multiple email address to the custom field and select which one to use in the rule? Creating one custom field for each email address is not ideal.
you should be able to enter any emailaddress directly inside the Send Mail Action in Automation:

The issue with the variable was the semi-colon ; Jira is expecting a comma.
