Can I remove system users from Assignee field permanently?

Hello!

I need some help. Our company uses Cloud Jira service. I tried to customize issue permission scheme, but it was not successful. I removed role "atlassian-addons-project-access" for "Assignable User" and system users stopped appearing in field "Assignee" for a while. But for the next day I found system users in field "Assignee" again. It makes me (and my boss) very upset. How I can remove system users from "Assignee" field permanently?
