Can I restrict an issue type within a project to one or more groups?

I want to restrict a certain issue type within a project to a group or groups. I.E. Tickets that involve leavers or joiners of my organization. I want these to only be created/edited/worked on/viewed by HR and IT. IS this possible?

You could try to add condition of create transition workflows assotiated with these issue types. 

This will allow to select issue type, but will restrict to create issues.
