Does a ServiceDesk Agent need a license to raise a ticket in JIRA Core?

Example: Bob is a ServiceDesk Agent. He needs help from Development with a client request. Development uses JIRA CORE and has no Service Desk Agent access. How can a Development ticket be raised and linked to the Service Desk request?

Does either Bob or a Developer need to have both Service Desk Agent and JIRA Core user licenses, or is this a permission configuration?

Hi, Bob does not need another license.

You can find your answer in the botton paragraph on this site: https://confluence.atlassian.com/adminjiraserver071/licensing-and-application-access-802592218.html

This means that if you are a  JIRA Software  or  JIRA Service Desk  user, you can already view and work on a  JIRA Core  project. You do not need to have specific application access for  JIRA Core , and therefore do not need to consume a license. View the JIRA applications and project types overview page for more information on what licensed users can and cannot view and action on projects from other applications.

If you have a user with Jira Core and tries to use a Jira Software project, you only loose the Jira Software specific functions, not the Core functions.
