Given full site admin access but I still can't access User Management, tells me to contact Admin.

I was given full Site Admin Access but when I try to go to Configure Permission in User Management I still get a big warning saying I cannot access here and need to request it from my administrator.

And yes I did log out and back in.

Anyone know what else to try?

Hi George, can you see and can you click on the Cog in the top right? If so do you see User management and other options. If not you don't then you do not have site admin privileges.

If i click on the cog, i see "systems, products, projects, issues, apps and personal settings" everything else but no user management. 

if i were to go to Systems > global permissions > administrater Jira and click on the link to configure permissions in user management, i'd get the same lock and access denied.
