On Jira Service Desk, customers don't have the permission to modify any field on the customer portal after the ticket is created. This is related to permission and also the design of the portal does not allow this, because administrators can't modify fields in the portal, this is only possible in the agent view.
We have a feature request suggesting the implementation of the ability for customers to create tickets on behalf of their colleagues:
