How are JIRA-ServiceDesk (JSD) license consumed. Does by default, JIRA license gives access to JSD or do we need separate license for it? If a user only wants to use JSD and not JIRA, how will the licensing work?

Each person you set up as a service desk "agent" consumes one JSD licence.

JSD is separate to Core and Software, you need to licence it separately, even if you are using all three of them in the same Jira system.  Note that JSD and Software licences also grant access to the Core functions needed to run JSD and Software.

So, you could have a setup where you've got 78 users

  • Group 1:  Core only, 25 people.  Cannot use Software boards, or act as agents.
  • Group 2:  Software only, 50 people.  Cannot act as agents.
  • Group 3:  Service Desk Agents, 3 people.  Cannot use Software boards.

In that sort of setup though, it is not uncommon to have the Agents also be Software users, especially if they work closely with development teams.
