How can I export Forms to PDF that include photo attachments within the PDF?

I can export forms submitted and attached to tickets via the ticket or the Forms settings, however images are not included in all forms of exports. I have tried using Better PDF Exporter however this only includes photos attached to the ticket itself and NOT the form, nor does it provide indication where the photo came from, i.e. a link back to any text such as a question the photo is in response to or a tag to know what the photo is.

Is there a way to export Forms (individually OR as a group) that include attachments, specifically images?
