How to import new users

When we were trying to import new users via csv, the mapping does now show user data fields to proceed.

The csv import is to import issues not users, however, it will create new users if you have that option selected - but I wouldn't say this is the best way to create users.  I would send the file to Atlassian and see if they can import, since you are on Cloud.
