I need people to be able to access the request form without being forced to create a JIRA account. Is this possible currently?

Welcome to the community.
First, if you're not a JIRA admin, request have your JIRA admin to first enable public signup.
Then in the service desk, You can then select the option Anyone can email the service desk or raise a request under Who can raise requests on the request security page.
