Hello Atlassian!
There is an option to export the JIRA Automation rule in the form of json file, but I do not see an option to Import the same in order to create a new rule. ( Although there is an option to "Copy" the rule, this ask is when we are switching between JIRA instances).
Any body help?

The option to Import Rules is available under the Global automation. (Settings > System > Global Automation).

I am just a Project Admin. So, I believe I will not have that privilege with Global Automation Settings. Isn't it?

Yes, that's correct. Site admins can access the Global Automation page.
