We use JSM portal for external clients. Is there a way to create an automation rule so that if a certain client ticket can block user domains of a different client from being added in the Request Participant field?

I didn't try this but this is just logic but you need to develop accordingly
If you are able to get the user email address then
If request participant (user) added to the request check if the user's email address not containing the same as reporter email after @ then automation should remove the request participant else ignore.
