We use Jira for incident management and incident response and in the process of designing response procedures the question came up - if our AD is down and we can't authenticate into Jira as a result - what are our backup options for getting to Jira to use it to respond to the cyber-incident?

Create an Atlassian Cloud user account that is not part of your user provisioning and that doesn't use an email in your claimed domains. Give that user licensed access to your Jira product and appropriate permissions in any projects needed to respond to the incident. Make sure that any External User Policies and Authentication Policies you have in place will allow that account to login.
