How can I manage my licenses like this?

Licenses -->(I have a license of 50 users)

Jira Service Desk --> Confluence --> Bitbuket

Licenses --> (I have a license of 25 users)

Jira Projects --> Confluence --> Bitbuket

 
My current problem is that if I need to register a new user in both (Jira Projects and Jira ServiceDesk) I spend two licenses for one user.
I need that the users registered by the licese in Jira Projects can also use the Jira ServiceDesk but the users of Jira ServiceDesk can not use Jira Projects.

My current problem is that if I need to register a new user in both (Jira Projects and Jira ServiceDesk) I spend two licenses for one user.

Of course you need to provide a license from each product to the user if they want to use the full functionality (especially in Service Desk).

What you need to do is to make sure that each application in Jira is linked to it's own default group.

When you add users, add them into the Jira Core/Software group first. When they need to be an Agent, add them to the Jira Service Desk group.
